Responsibilities:

 

The Director, Strategic Sourcing plans and implements a strategic sourcing program for OACC member institutions.  The program, as designed and managed by the Director, will deliver efficiency, cost savings, and value added procurement options to OACC members through a system-wide, collaborative, and compliant group approach to strategic sourcing.   This new program will accelerate the conversion time of sourcing, while creating little or no burdens on current member institutional resources.  Additionally, the Director will develop a common reporting an analytical platform across the OACC that can capture spend, provide a basis for data-based decision-making and identify opportunities for strategic sourcing at the optimal return on investment and payback periods.

 

The Director reports directly to the OACC President and works with an advisory group of the OACC Fiscal Officers on strategic sourcing initiatives.  The Director also serves as the liaison to internal constituents and the OACC, external procurement groups and consortia and identified key suppliers.

 

Specifically, the successful candidate will:

 

• Create, administer and direct programs on behalf of the OACC membership to source contracts for services, supplies and equipment at the most favorable prices consistent with quality, quantity and efficiency

• Direct, coordinate and manage all sourcing activities for OACC members in compliance with organizational policies, procedures, and federal, state and local law, engaging subject matter experts as needed (industry specific resources, legal, etc.)

• Establish a strategic vision and goals for all aspects of sourcing including policies and procedures, supplier management, and client service improvements in order to maximize the value OACC member institutions receive in return for their purchasing dollar

• Provide leadership for new initiatives such as e-sourcing and reverse auction events

• Create and oversee an end to end supplier/contract lifecycle management process for member institutions, including but not limited to: sourcing, contract negotiation and execution, compliance performance tracking and monitoring, termination, archiving, etc.

• Effectively interact with member institutions as well as other stakeholders to continually examine business need and effectively manage change • Perform other related duties as assigned

 

Experience/Knowledge:

 

• Minimum of seven years of progressively responsible, full time, management experience in sourcing and procurement, and contract management

• Proven understanding of procure-to-pay cycle including impact of sourcing decisions on financial operations

• Experience in contract lifecycle management from inception to execution and archiving

• Public sector background and/or professional experience, preferably in a higher education setting

• Knowledge of federal, state and local laws and regulations affecting public sector purchasing, especially those pertaining to community colleges

• Project management and administration experience

POSITION DESCRIPTION:

Miami University is currently seeking a Bursar who will be responsible for all Bursar functions of the university, including the student billing and receivables, cashiering services, student loan administration and collections, and identification and debit card operations. Provides outstanding customer service to students, parents, and staff and participates in the university-wide student recruitment and retention efforts. Responsible for establishing and maintaining strong internal controls for the Bursar office and ensuring federal and state reporting deadlines are met. Monitors the accounts receivable balances and collections throughout the year and participates in year-end financial reporting of revenue and receivables.  The position requires a Bachelor's degree in accounting or related business field.  Candidates must have demonstrated a high standard and track record of customer service, knowledge and understanding of accounting and administrative internal controls, strong written and verbal communication skills, and a commitment to collaborative teamwork.
